On November 16, 1863, the U.S. War Department issued General Orders No. 369, relieving Major General Ambrose E. Burnside of command of the Department of the Ohio and replacing him with Major-General John G. Foster.

General Orders No. 369

War Dep’t, Adjutant General’s Office,

Washington, November 16, 1863

  1. By direction of the President of the United States, Major General J.G. Foster will relieve Major General A.E. Burnside in command of the Department and Army of the Ohio. On being so relieved, Major General Burnside will report in person to the Adjutant General of the Army.
  2. The Department will hereafter consist of the State of Kentucky north of the Tennessee river, and such part of the State of Tennessee as may be occupied by the troops of that Army.
